RAILWAY schemes in Manchuria.
St. Petersburgh, December 26, 1909.
I ought to have mentioned in my telegram No. 513 of the 24th December that in the memorandum communicated by the American Embassy here to M. Isvolsky all mention of the projected railway from Chinchow to Aigun was omitted. The memorandum in other respects appears to have been similar to the one which was communicated to you on the 9th November by Mr. Whitelaw Reid. It was from other sources that M. Isvolsky obtained his information as to the Aigun railway scheme.
